欧盟新指令EUP指令简介 - 知乎切换模式写文章登录/注册欧盟新指令EUP指令简介立讯检测刘哲艺欧盟新指令EUP指令简介:耗能产品（以下简称为EuP）在其生产、经销、使用的生命周期的各个环节都与很多重要的环境影响因素息息相关，如其他原材料和自然资源（如水）的消耗、废弃物的产生、有害物质向环境中排放导致的环境污染以及由于能源消耗引起相关的气候变化等。这些产品很容易成为焦点问题。　　欧盟委员会在2003年8月1日向欧洲议会和理事会提交了一指令提案，内容是关于制定耗能产品环保设计要求的框架和修订指令92/42/EEC。这一指令提案现已通过。　　EuP指令，全称“关于制定耗能产品环保设计要求框架的指令2005/32/EC”。2005年7月6日，欧洲议会和理事会正式发布了EuP指令。该指令还同时对理事会指令92/42/EEC（关于新的燃气或使用液体燃料热水锅炉能效要求的指令）和欧洲议会和理事会指令96/57/EC（关于家用电冰箱、冷冻柜及其组合件能效要求的指令）及2000/55/EC（关于荧光灯镇流器能效要求的指令）进行了修订。这是继欧盟颁布废弃电子电气设备指令（WEEE指令）和在电子电气设备中限制使用某些有毒有害物质指令（RoHS指令）之后，掀起的又一次绿色浪潮。　　（１）EuP指令的目标和管理范围　　欧盟出台该指令的目的在于通过制定一个具有连贯性的综合法律框架来规定耗能产品的环保设计要求，以便达到下述目的：　● 确保耗能产品在欧盟范围之内自由流通；　● 提高这些产品的总体环境绩效，并据此保护环境；　● 保证能源供应安全并提高欧盟经济的竞争力；　● 维护行业和消费者的利益。　　欧盟认为，估计80%以上的与产品相关的环境影响因素是在产品设计阶段就已确定。因此，尽早地将环境考虑因素整合到产品设计阶段是提高和改进产品环保性能的最为有效的方法。　　EuP指令是一个框架性指令，并不是针对具体产品要求的指令。欧盟将按照这一指令中的相关规定，进一步制定有关产品要求的指令，称作“实施措施（implementing measures）”。但是，该指令将要涉及的产品非常广泛，原则上涵盖了除车辆以外的所有投放市场的耗能产品。产品所消耗的能源包括电能、固体燃料、液体燃料和气体燃料等。　　（２）EuP指令与其他现行欧盟法规的关系　　欧盟现行的一些指令如关于新的燃气或使用液体燃料的热水锅炉（92/42/EEC）、家用电冰箱、冷冻柜及其组合件（96/57/EC）以及荧光灯镇流器（2000/55/EC）等产品在使用期间的能效指令，将作为EuP指令中有关能耗的实施措施。此次发布的欧盟EuP指令亦对这些实施措施进行了修订，通过此途径，欧盟进一步加强并简化了欧盟法规。　　欧盟WEEE指令与本指令范围之内一些产品（电气和电子设备）的废弃物的管理有关，WEEE指令提出了废弃物收集、回收和利用的相关指标，也规定了生产商处理废弃物的财务职责。EuP指令则通过在设计的早期阶段引入相关因素并提供具体的进展监测指标，进一步提高产品设计，促进废弃物的再生和重新使用。　　欧盟RoHS指令限制了电子电气设备中某些有害物质的使用。很明显，除这些物质之外，在能耗产品中还使用其它对环境有害的物质，对它们也应该加以控制。EuP指令鼓励生产商检查是否有可能在产品的整个生命周期内将这些有害物的使用量最小化，并使排放到环境中的排放物最少。此外，EuP指令还要求随产品供应链向制造商提供相关信息，并由其向最终用户及产品的最终处理者传递相关信息，这有助于RoHS指令的正确有效地实施与监督。　　EuP指令因其只是一个框架性指令，还需要相关的实施措施支持，与欧盟WEEE、ROHS两大环保指令相比，还不是那么紧迫。但我们应该看到，它的制定反映出当今国际社会对环境保护的重视程度。我们应该积极跟踪该指令的制定动向和相关通报，提出评议意见，同时做好应对工作。　　（３）EuP指令的实施措施　　EuP指令并不是针对产品要求的指令，而只是一个框架指令。欧盟按照这一指令中的相关规定，制定进一步的有关产品要求的指令，称作“实施措施（implementing measures）”。对于住宅用热水锅炉、家用电冰箱以及荧光灯镇流器在使用期间的能效来说，现行的指令92/42/EEC、96/57/EC和2000/55/EC就是实施措施。　　EuP指令规定了随后制定实施措施的准则。首先在EuP的选择上，要选择销售贸易量很大，对某方面的环境影响重大，在没有花费过多成本的情况下，能够显著地改进EuP对环境的影响，并应该考虑欧盟的环保优先项。对于措施的内容来说，应该考虑产品的整个生命周期，产品的性能不能受到明显影响，不能对健康和安全性产生不利影响，不应该对消费者产生明显的负面影响，特别是不能够对消费者的采购能力以及产品的生命周期成本产生明显的负面影响。要考虑到不应该对制造商的竞争力（包括在欧盟以外的市场上的竞争力）产生明显的负面影响。　　在今年6月召开的WTO技术性贸易壁垒委员会的第37次工作例会期间，中方代表团向欧盟代表团表达了对这一指令的关注。欧方表示与此相关的实施措施的草案将在以后通过WTO向成员通报。希望相关各方对此相关指令的通报给予关注，必要时提出意见，并依照新指令的要求做好相应的准备。发布于 2022-01-11 09:34欧洲联盟（EU）书籍简介欧盟法赞同添加评论分享喜欢收藏申请

You can go online, but I should not recommend it, so the safest way it to go in Director mode, if you play LSPDFR force duty and then load your online character and set the uniform correctly.

With trainer we can't load our own characters, just some weird faces, i've tried it with my female, but when i spawn outside the Director's mode, she came with a GUY face

Amazing! Only suggestions I'd have are to add normal mapping for the patches and make the 'SHERIFF' lettering yellow or gold. Other than that, it looks great!

With the trainer can you use the vest on the LSPD officer and change the color to black or no. Cause this would look great on the LSPD cops as well was just wondering. But this looks great going to add this to my skin collection.

You shoulda already had your multiplayer dude set up befroe you modded GTA 5 in general, and it would have given you the option in Single Player Director Mode to use your MP character. You then, once you load up your MP character in SP Director Mode, use the trainer, and then go to: Model Spawning-->Clothes Menu. Then you select which clothing options you want.

If I'm reading the description/instructions right.. You shoulda already had your multiplayer dude set up befroe you modded GTA 5 in general, and it would have given you the option in Single Player Director Mode to use your MP character. You then, once you load up your MP character in SP Director Mode, use the trainer, and then go to: Model Spawning-->Clothes Menu. Then you select which clothing options you want.Thank you for providing clearer instructions to me. I appreciate that.

You should, use the mods file method, put all your modified ''rpf '' files in the ''mods' file in your GTA Directory and verify your game cache and re-install the game basically and use open IV, for more informations and the tutorial follow this link: http://openiv.com/?p=1132Once is done, launch your game by desactivating the Open IV.asi in your open IV's tools tab--> ASI and lauch your game and either transfer your character from your gaming platform or create a new one.One it's done, close your game and activate your open IV.asi again and the plugin will load the game with the files within the ''mods'' file in your directory

I want to thank you for such an amazing job and sharing this with us. One thing though, would you mind making the olive pants a little bit darker though? I was side by side with a npc deputy and their pants seem to be of a darker tone than mine.

Ok how can you load this in the game with the trainer. I see the cop skin but none of the other stuff no vest nothing. Now am I missing something or is this for online play or to go with the single player.

1) You can either select the Freemode male in NPCs section of the trainer (it won't be your online character, just the model)2) Go online (at your own risk) then modify your clothing options with the trainer3) Go in director mode and load your online character in the casting trailer and then change your clothing options to the one above with the trainer.Im not sure to understand what's your suggestion, here.ok I was doing it wrong I was pressing the npc of the male cop not the freemode male so that could have been my problem right there. Sweet thanks for getting back to me witht the help this skin looks great nice job man.

So which version is this?? Here it says its 8.3, the file says 8.3, yet on the LSPDFR website its 9.3.

And why is it lacking the presetoutfits.ini file?? I just end up with broken outfits.

And to top it all off, I get an "Unable to accept invite" error when trying to join the discord server for assistance.

1 star until at least the lacking presetoutfits.ini file gets added so this is playable.

I'm not gonna give this a rating because i only had it 5 minutes before uninstalling and the reason behind this is losing clothes i had when this wasn't installed, the clothes maybe miss placed without my knowledge, i lost MP female lower slot "31" my favourite pants to customize for my character so it was disappointing when this slot was replaced when this mod was installed
